WordPress does not require cache or anything like this. It is up to you to decide what you will use.
In some cases of aggressive caching, debugging functions don’t work and caching needs to be disabled during debugging.
Don’t disable it until instructed to do so.

The insertions you see are because of your setings.
You configured blocks so that more than one block will be inserted at the same position.
Block 9 is configured to be inserted between all posts.
So it will be also inserted where blocks 10, 11 and 12 will be inserted.
You can use only one block for this. Simply define comma separated list of posts where you want insertions.
The same you can do with blocks after paragarphs. Configure one block with comma separated list of paragraphs:
