As far as I know, it is not against TOS. I have seen many big sites using Cloudflare free plan having much higher bandwidth than what you have mentioned.
As per TOS 2.8 it states “Use of the Services for serving video or a disproportionate percentage of pictures, audio files, or other non-HTML content is prohibited, unless purchased separately as part of a Paid Service or expressly allowed under our Supplemental Terms for a specific Service. ”

Yes that term means that you cannot use the Cloudflare free service for hosting a ton of videos for the world to see. So, think of sites like youtube, imgur, unsplash etc. You cannot do something like that on the free plan.
As in those cases you are taking advantage of the service as you know you have a site which have tons of self hosted videos and when people will view them cloudflare bandwidth will be used.
On the other hand if you have a normal website with your normal content but your bandwidth usage is higher as you have ton of traffic to your site, that is totally fine.
