Downloading feature does not work

I tried downloading a folder from the plugins directory and it would show the progress indicator for a little and eventually it did nothing

I then created a zip of one of the plugins in File Manager and that worked, reports 5.5mb so it looks like it has content. I tried downloading it and the zip download worked but the zip file itself was 0 kb.
