Nope, it’s not down. Where/how are you hosting? Can you ping downloads.wp.xz.cn from there?
This is what I get trying to access it from my local computer:
404 Not found
My host provider (domene.no) also says the site is down, 404.
This site also says 404: http://www.isitdownrightnow.com/downloads.wp.xz.cn.html

downloads.wp.xz.cn is giving me (Belgium) a 404 – Not Found
That’s a false positive. There’s no “home page” for that address.
Enter “https://downloads.wp.xz.cn/release/wordpress-4.9.6.zip” in your browser.
What IP address do you get for downloads.wp.xz.cn? I see 198.143.164.250
I am able to download the zip. Same IP here.
Any suggestions?
The site has been working fine up until recently.
I see now that the host is using
PHP v.5.6.35
