Dropdown not populating

A former employee created this site several years ago. I have taken over admin, and am having an issue where our contact form, which is supposed to have a dropdown with several options to choose, doesn’t. The dropdown mechanism works, but there are no options, and as I’ve never worked with Contact Form 7, I’m a bit at a loss.

Any help would be greatly appreciated.
