Dropdown not showing a language

Hello,

I came across this setting :

Note that the language switcher will display a language only if at least one post or one page has been published in this language.

I currently only have English content in my theme. For the other languages, than the primary one, to appear in the dropdown, do I need to manually create a page in a secondary, tertiary, etc langauages?
