Duplicate contet

    Hello, I have a new client, they have several other languages in the menu with url website/?locale=country_name, but only 5 are translated, other 20 are in English language, not translated.

    There are blog posts, categories, products, etc., canonical from the untranslated languages is pointing to main language, there are no hreflangs. Does it consider to be duplicated content?
