Duplicate Post Title Causing Issues.

After over 800 posts we finally noticed an issue that can cause some headaches and confusion. Each post is given a unique numerical identification however we use permalink structure for SEO and for some other plugins to function correctly. The website has standard pages such as about, contact us, and blog and so on.. Users can create a blog post with the duplicate title.
An example is http://www.example.com/blog. If a user creates a blog post with the title blog and publishes it then we have duplicate content kinda. The page and the post have a unique numerical identification but the permalink is the same. The page takes precedence and the users created post redirects to the blog page not their blog post they just created. It doesn’t allow them to edit the page which is very good as it redirects to their original blog post. This has happened with two writers who just so happened to create the same title for a post. I have tried to install several duplicate title stop plugins with no success.
Is there a way to patch this so that on publish the title is checked to make sure it is original and the post doesn’t publish until an original title is created? Thank you
