Dynamic Content DB-driven Plugin?

Hey guys, I have a question regarding a hopefully existing Plugin.
So the network of my client offers a service in 200+ cities.
He wants to have a “kind of” (I can not come up with another word) landing page, which is city-specific, since the services differ from city to city (aswell as opening times, phone numbers etc).Is there a Plugin which manipulates the content on the site depending on what city a user searches for? For example, if I search “Lawyer San Diego” he ideally wants the content of that site to be San Diego-specific. If I search for Los Angeles, the content changes and matches the Los Angeles-details.
Or do I have to create 200+ pages where those details change?
In my best-case-imagination this would work by adding all city-names via the database and define specific variables that change accordingly (shortcode or something, for example to add “$city” in the content which then calls that variable from the database).
Ideally ideally the url changes accordingly to /lawyer-“city” ??
I know, this is a bit of a big request, but somehow it must be possible, since there are these kind of websites around which recognize what you have searched for and change the content accordingly. I can not imagine that creating 200+ pages is the ideal way. Also because this would be bad for SEO.
