dynamic tabs plugin

I’m currently in the process of making a plugin for the automatic generation of dynamic tabs and their management via the administration panel.I’m not overly sure that there is a huge demand for this, but when I was researching how to make dynamic tabs on my installation of WordPress, I wished there was a plugin for it, so I thought I would give it a go.

basically I was wondering if anyone has any views on what a dynamic tabs plugin should do.I currently have a working plugin that via an admin panel allows the user to add, delete, and organise tabs which link to any page or category. All that is needed to use the installed plugin is to call a function from theme. Css formatting of the tabs can be included in the theme or managed from the admin panel.
I have been debating whether the tabs admin panel should be under the management section since the user will be managing the tabs (updating, adding and deleting), or under the options section since once set, the user probably will not change the settings very often and as I work more on the plugin I am adding more ‘options’ (ie options for automatic css generation and vertical tabs). A third idea I had was to make two separate admin pannels – one for management and one for options. Does anybody know if there is an official stance or preference on this? Would two admin panels for one plugin be acceptable or would it be better to keep everything in one place?
If anyone has an opinion – I’d be pleased to hear it. Good idea/bad idea?
