Problem with e-Commerce

I need an e-commerce solution that will allow me to sell some items straight retail through a pay gateway, and some items for quote.

I have some merchandise that can only be sold to authorized people (explosives), and some items that are just straight retail items. The authorized only merchandise needs to go through as a quote – essentially I’m using the “cart” to collect the items and send the list to the handler to price and return a quote to the customer. The retail items go on a regular order and WooCommerce and the like work just fine of course.

Does anyone know of a solution for a sort of two-track e-commerce system like that, or have an idea for getting zero dollar items into a cart for return quote (I imagine there will be instances when our explosives customers will want to purchase regular retail items too).
