E404 error with install.php

I have installed and uploaded wordpress on my site, hosted by EasyCGI. I have created the MySQL database and everything was working. I got to the last installation step which was to goto wp_admin/install.php, and the moment I do I get an E404 error. I verified that the file was uploaded and if I go to the wordpress/license.txt that pulls up, so I know everything is uploaded I just can not get it to work.
