E_STRICT Static function URE_Base_Lib::get_instance() should not be abstract – /wp-content/plugins/user-role-editor/includes/classes/base-lib.php:25

Same problem here:
Wordpress version 4.4.1
User Role Editor version 4.23.1
PHP version 5.4.45

Thanks for the information. Fix was committed to the dev. version 4.23.2
