Easy file upload form to specific folder?

I have a folder of PDFs in a specific location and would like to add a simple file upload form in the admin area, or better into the tinyMCE editor, for content creators to be able to put PDFs into said folder.

Does a plugin like this already exist somewhere? Any tips appreciated.
