EBD shortcode not working

I’m not sure what I’m doing wrong.

Step 1: I created a contact form using Contact Form 7 and copied the id
Step 2: I created a download using Download Monitor and copied the id
Step 3: I configured the settings for Email Before Download
Step 4: I added the shortcode from below to a post and a page and its not working. The page just freezes up.

[email-download contact_form_id=”7470″ download_id=”7471″]

I have copied so many versions of the shortcode above because I thought there was a problem with the quotes.

Please help.
