At least on the checkout page these fees must appear separately.
The customer must see what he is paying.
The most correct method is to be able to add a fixed fee.

It sound like you are perhaps wanting to add a surcharge rather than a tax (typically taxes are applied as a percentage). Here’s a link to a document that explains how to add a surcharge to the cart/ checkout:
