There are other plugins which can manage your WordPress preferences. You can also change it in the database if you feel like it.
qaws, did you ever figure this out? I don’t want to install another plugin, and don’t know how to change the default time in the database.

No, I didn’t. I’ve removed the “resolved” flag as no method has been given for me to follow. Furthermore, I can’t find any WP property management plugins because Googling for it just gives me real estate listings 😐
WordPress actually calls these options instead of preferences. I found a plugin which says it can import and export options as a JSON file.
