Edit Announcement Not Working

I cannot edit or create new announcements. When I click edit, it no longer takes me to the standard timeline express edit announcement page but instead takes me to what appears to be an edit web page where my only option is to change a block of text. There are no options for date, color, icon, etc. This was working fine a couple months ago.
