You can always install WordPress on your computer or use a sandbox, and then use a plugin to migrate the content to there, work on it, and migrate it back. The migration plugins make the domain name changes in the database for you, but they typically copy all the images and other files as well, which you might not want to mess with for a few edits.
The editor is where you make HTML changes (unless you meant in a theme), and the Customizer is great for CSS since you can see the live preview without affecting the view your visitors see.
