Edit link shown on hover

To edit a nested page, you can hover over the title of the page and the edit link is displayed. Three issues we’ve run in to with this.

1. When there’s other links after the title added by additional plugins, it makes it less obvious obvious there can be an edit link option if you hover over the title.
2. Related to #1 above, having to hover over the title to see the edit link makes it a much more difficult target and also a bit of mystery meat navigation
3. There’s no hover on mobile so when you try to even touch the title, the edit link flashes on the screen, but can’t be selected.

Testing was done in Chrome on Android for mobile and Chrome and Windows for desktop.

It would be great if the Edit link was always visible next to the page title.
