    …and yes, I’ve disabled all plug-ins.. and it doesn’t do anything.

    I don’t know if it’s a fix but you can try reinstalling wp-admin using FTP.

    Try adding define('CONCATENATE_SCRIPTS', false ); to the bottom of your wp-config.php file (just before the require_once line).
