I have “edit users” checked for a custom role, but the “edit” link does not show up on the list of all users page. There is no way for this role to edit users but I need to allow them to edit users profiles.

Any suggestions?

Make sure your user’s role level is equal to or greater than the users you want them to edit. This is set by the numeric dropdown at the bottom of the Role editing screen.
