I am having the same problem where the shortcode [edit_post] is not included in some Post Pending Review notifications. It seems to be about 1 in 5 that the link is missing.
A new [post_category] has been submitted. You can view and approve the post by clicking on the following link.
[edit_post]
Post Title: [post_title]
Post Content: [post_content]
Post Status: [post_status]
What would you like a screenshot of? It’s just an email that doesn’t include the link where the link shortcode is in the template…

Can you provide screenshots of notification that you’ve set-up along with an email that has been received from that notification that doesn’t show the [edit_post] shortcode.
