For which language do you want to add translation?
Just send me your file and I will add it as new lang and release new version of plugin.
But only if you translated all strings!
To test your transalation locally:
1. Add new files to plugin’s langaugaes dir. See for example these: wp-testing-ru_RU.mo, wp-testing-ru_RU.po
2. Enable your lang in wordrpress
3. Check that your translation works

It’s Turkish, I’ve already tested your advice locally by uploading both .po and .mo files to the directory but it didn’t help.
How can I send you the file?

Turkish? As I know we already has turkish locale, but not 100% quality.
See file languages/wp-testing-tr_TR.po
Just edit those file by poEdit and send me back.
Or you can try long way through https://www.transifex.com/projects/p/wp-testing/
Anyway we need to update wp-testing-tr_TR.po file. All other will be compiled automatically.
