Editor-Role Access?

Is there a way to give access to a user with Editor-role access only?

I would like to delegate/share creation of 301 redirects when a contributing blog author writes something and wants to create a friendly URL for it. I.e. “/250” for “/250-this-person-writes-about-this-thing”.

However, the plugin only lets Admin-role users create redirects. Another redirection plugin author introduced a filter making this possible in their tool.
