It sounds like this is a database permissions issue. I would suggest calling your host and asking them if they would help you to check the database permissions for your wordpress database. In my experience many hosts will be happy to do this. Please let us know how that goes and we will help you further if necessary.

this was the response from VT hosting:
We have been having issues with our WPaaS sites, and have been working for almost two weeks to completely resolve the issue. We will be redeploying all sites with a new build. Give it a try again this evening around 2:30 and it should be good.

This issue has been resolved. It was something that needed to change at VT hosting.
