Eliminate render-blocking JavaScript and CSS

When I used PSNinja on my dev machine for this site, it worked great. However after moving the site to the live server (with the Duplicator plugin), Eliminate render-blocking JavaScript and CSS, Minify JavaScript, and Size tap targets no longer work. In settings, render blocking switches are red and the others are orange. A view source easily confirms at least the render blocking part. I made sure to clear the cache, and I even tried deactivating/uninstalling PSNinja, but those items still don’t work.

Can you guys think of any reason this would happen??? Is there something I need to check?
