The issue that you described has nothing to do with SMTP. The download log that is being saved is stored in the database and is grabbed from the POST contact 7 form data. To further understand the issue could you please provide:
1. Shortcode and a URL showing the WordPress Download Monitor working successfully
2. Shortcode and a URL showing the Contact Form 7 working successfully
3. Shortcode and a URL showing the Email Before Download failing
The first one is where I got it working with email before download and download monitor:

Thank you, can you also provide the shortcode and a URL showing the WordPress Download Monitor working successfully using the download_id=”15682″? Can you also provide a URL to the test page you are working on?
Problem solved by changing SSL to TLS in SMTP mail plugin. Thanks
