The Send Quote email is sent from the admin end.
Once a quote request comes through, the site admin/manager can go to WooCommerce > Orders > Add/Edit Order page of the Quote request, modify the product prices as needed and click on the Quote Complete button
Once the Quote is marked complete, a Send Quote button appears. Clicking the same sends an email to the end user with the quote.

Clicking on the same will send a quote email to the end user with a link to make the payment.

The settings for the same can be found in WP Dashboard > Quotes > Settings. When enabled from here, it will be applicable to all the published products on the site.
