Email Notification – Pre payment

As far as I am aware when a user submitted the form and was redirected paypal, an email notification was sent to the emails listed within the form, now it appears that there is an email only sent on completion of payment. I know some people dislike this feature as it would alert them to a potential successful payment even though it may not have been completed but for us it will allow us to chase any client who has not successfully paid. We are using version 4.0.0, within this version should it send an email when the form is submitted and not on payment completion? Is it possible to introduce a toggle where as a user we can set when notifications are sent – either on form submission or successful payment?
