Email Notifications to Non-admin Users?

This is a very recent issue, which makes me think that perhaps it is a new bug that has been introduced. I had a quick look through the source code but couldn’t locate anything with a quick skim.
Expected behaviour: notification emails are only sent to administrator users
Actual result: notification emails were sent to admin AND editor users.We have this plugin running on a client site. The client has just recently (in the last week) started to receive notification emails from iThemes Security.
I logged in to the site and disabled the notifications “for all administrator users” and changed it to just our admin account.
The clients’ account on this site is an editor account. Even under the previous (default) settings, these notifications should not have been sent.
Any clue as to why this occurred?
