email triggered popup

I have searched the web up and down for a pop-up that when a specific email address gets sent an alert (from our school notification system), it will trigger a popup with the information from that email.

For instance, if it snows, the school sends out an email notification to the parents. I would like for that email sent out to trigger a popup with that information on the main page of our website automatically and also stay up with time limits.

Any help or if anyone knows of a plugin that already exists, please let me know. Thanks in advance!!
