Of course the first step to diagnosing plugin email issues is to go through the Participants Database Email Troubleshooter.

I already did that. I have verified that the emails are NOT going into the SPAM folder. And as I mentioned, the logs show that no emails were even attempted by Participants Database. We ran a script on the server and it is definitely sending emails correctly (which do show up in the logs).
Any other thoughts?
I had an email problem that sounds a little like yours. Just in case, I’ll tell you about my solution.
In my case, people with email addresses of the same domain name as my web site were not getting email messages from PDB but those with different domains were getting PDB’s email messages. Our domain’s email server is at our company site not at GoDaddy. Only the company web site is at GoDaddy.
The solution was found in the GoDaddy Linux Hosting CPanel.
In the “Email” section of CPanel, under the “MXentry” icon, I changed the radio button from “Local Mail Exchanger” to “Remote Mail Exchanger”. Doing so caused emails destined to the same domain as my web site to use the MX records setup for my domain. Because our email boxes were not on the GoDaddy server but on our own server at our company office, changing this radio button to “Remote Mail Exchanger” caused the GoDaddy email server to forward emails to our domain to our mail server.
