Enable after global disable option missing from Plugin Filter section

It appers that in previous versions you could globally disable a plugin then enable it through a plugin fitler.
I can see that you can still enable them from a post page but the option to enable in a filter would still be very handy if it could be reinstated?

So far this plugin is a lifesaver! It has saved me from so many plugin conflicts!!
