Enable cookie notice when user scrolls

Hello!

I’d like to ask if I can enable the cookie notice in the footer when user scrolls down at some point (px).

To have the exact opposite effect of the “On scroll” option.
I want to do this because on mobile devices it’s too overwhelming in the homepage.

Please let me know if this can be done.
