Hello, I found this smooth scroll nicely control the speed in mobile browser

But unfortunately, too slow when in Laptop/PC

May I know is it possible to make it work only in mobile browser? Chrome in Android/ios?

Actually, I’ve rewritten this script many times and currently I’m using most used script from another developer, so now my plugin is only implementation of that script.
