    I have version 6.1.8 I do not see the Enable Scroll To Top Globally option.

    Could you please try clearing your caches from the WP-Optimize plugin as well as from your server? This often resolves such issues.

    In the meantime, please share your site health information. Please go to your WordPress Dashboard -> Tools -> Site Health -> Info -> Copy Site Info to Clipboard. Then paste it in PasteBin and share the link with us. This will allow us to investigate the issue thoroughly and assist you properly.

    So most of my site is pages and not post. So if I’m on a page and click the gear at the top to get page settings, I do not have the global button. If I go into post and click the gear icon to go to page settings, I now have the global option.

    Regarding your query, please check this screencast and follow the steps – https://d.pr/v/55NotL. You need to enable the scroll option and then you will find the page URL from where you will get page URL from where you have set the global settings. Once you click you will redirect to that page and from there you can set this.
