enable security admin

Hi,
I deactivated Shield because I wanted to see if it was causing a problen _ I solved the problem, reactivated Shieln and now I can’t enable security Admin, I can try what I want – I deleted it completely, but it remembers old settings and old settings seem to say that I can’tenable Security Admin.
Isn’t it possible to make a complete fresh install?
