Encoding Problem

Hi. I am facing the Encoding problem with wordpress .
I write my post on Opera . It had no problem to display on Firefox and Opera. But when someone use IE to open my blog, it will appear some error character like:
“So,ﾂwithﾂhisﾂguide…Iﾂfinallyﾂmovedﾂitﾂhereﾂandﾂgetﾂtheﾂwordpressﾂplatform in this new blog t”
If they din’t encoding using unicode(UTF-8) .
I am Using IME to write my space because sometime I may need chinese and Japanese words .
so My problem is, is there a way to fix this problem? I mean the user no need to change the encoding everytime when they want to view my blog in IE.
