When I keep clicking on like / dislike votes are keep counting. Any idea how this is happening. It suppose to be able to detect IP/cookies restrictions.

Its detecting with IP. I am not sure what exactly you need here. If you want to restrict revoting, you can use the plugin settings on admin end.

With PRO version, you can cross-check re-voting with user ids as well.
