Enhancements to Category functionality

Just want to get people’s feedback on these ideas and see if they’re worth creating an issue in Trac. There may be various plugins that accomplish these, but it would be nice to have a few extra features for Categories to become native WordPress functionality:

• Restrict category visibility to specific role(s) (only the category its self, and not necessarily child objects. The goal being the ability to categorize pages in a way that’s only visible to e.g editors and administrators.)
• Apply specific properties by default to child objects, with the ability to override on a page-by-page basis
• Full plugin support with the ability to extend how categories work
