Can you please go to Settings > Disable Comments from here and access the settings?

I had the same problem. The problem occurs when you try to get to the settings page from the Plugins page on a new install of the plugin.
If you use the link from the “Settings” menu as per your gif, everything is OK and it then enables you to get to “settings” using either method.

Hi! With an user with “manage_options” everithing works fine. But if you log in with an Editor (without manage_options) the user is redirected automaticaly (every time) to the plugin settings page and WP inform:
“You do not have sufficient permissions to access this admin page.
Reason: The current user doesn’t have the “manage_options” capability that is required to access the “Configurations” menu item.”
