This error could potentially occur when the connection to PayPal is blocked for some reason, e.g. due to potential conflict with another plugin.
But since you have tested this already, could you please check if the behavior also persists when you disconnect your account and reconnect it again using the onboarding wizard?
Also, when you have Logging enabled in the Connection tab, we would be interested in a copy of your latest PayPal Payments log files. The plugin log files can be accessed from here:
WooCommerce > Status > Logs > select “woocommerce-paypal-payments-[…]” in the dropdown and click on view.

Hi, I’m sorry but i don’t see any “woocommerce-paypal-payments” in the dropdown status menu (I’m trying to upload you a screenshot but the forum does not allow me). I disconnected my paypal account and reconnected but the error still exists. Can you help me?
I also changed theme and tried the basic Twenty Twenty theme but the error still exists.

There are 2 more things you can try; I would advise creating a staging site first, so you can freely test this.
1. Onboard the plugin with a sandbox account and see if paying for an order using a sandbox account works.
2. Test paying for an order, when all other plugins (except WooCommerce and PayPal Payments) have been turned off. This is to verify if there is any plugin conflict present.
If that doesn’t work, please engage us via a private engagement, so we can ask for more details to continue testing on this.

Okay I opened a new case in paypal.inpsyde, I hope someone will help me because it’s not possible that payment doesn’t work
