How are you trying to connect to your database?
What kind of server are you using?

The error message you posted is unfortunately useless when trying to debug a server issue. You’ll need to find the PHP error logs and report the error you are getting when trying to access the install script.

It will depend on your localhost setup. Which stack are you using? That will be something you can google because it’s not a WordPress question.
