Your site doesn’t seem to be properly connected to WordPress.com at the moment. Looking at your domain settings, at least one nameserver is missing an A record for your domain:

Could you contact your hosting provider and ask them to take a look at this?
Once you’ve solved this issue, you should be able to reconnect Jetpack to WordPress.com, and the plugin management options should work properly.
