    Yes that’s why I wanted to see what your wp-config.php file contained.

    You evidently used the wp-config-sample.php for your upgrade process. The two new lines ‘DB_CHARSET’ and ‘DB_COLLATE’ are NOT meant to be used for upgraded WordPress sites unless a careful conversion process is first accomplished.

    Converting_Database_Character_Sets and Editing wp-config.php explain this in more detail.
