I tested it and it seems to work OK for me and WP External Links is enabled ( see screenshot https://prnt.sc/ql9jl7 )
I just added a product to cart then applied the coupon at checkout. If there’s anything I should do different let me know 🙂

There is endless loading/spinner on the checkout page when a coupon is applied. I disabled the plugin and the issue went away.
We’re looking into this but due to the complexity of Woo and a custom theme and maybe even some other plugins involved it’s really not a 5min job.
