To troubleshoot this issue could you use the Health Check & Troubleshooting plugin and enable its troubleshooting mode. This mode disables active plugins and switches to a default theme safely since it only affects the experience of the logged-in user.
1. Please enable the Site Kit plugin and let me know if the issue is present.
2. Enabling plugins and your theme one by one in this mode may help pinpoint if something else is involved.
3. Note you can disable troubleshooting mode from the plugins page.

TLDR: Logout from all your GSuite accounts and login only with the one that has privileges for the working website.
I had the same issue with a fresh wp installation, since I’ve more then one GSuite account, and I’ve faced some issues on different Google services because of that, I assumed that this could be the issue

Logout from all your GSuite accounts
Login only with the one that has privileges for the working website.

I have the same problem. I have logged out from all Google accounts, I have tried another browser, window in private and I have created the Google Analytics account manually.
In one of my tests I have seen this error: Error: No path found that matches the request URL and method.
