Probably, however this plugin does not address comments. This is a plugin to prevent blacklisted users from registering.

It’s may prevent “registering” but you store the blacklist into the “Comment Blacklist” 🙂
So it’s also blocking all comment from ISP present into Ban Hammer Blacklist.
It’s maybe better to store the Ban Hammer Blacklist into a custom table, like this it’s will not interfere with the comments 🙂
