Error [MISSING_SHIPPING_ADDRESS] and [DECIMALS_NOT_SUPPORTED]

I’m testing this on new blank wordpress.

Problem 1:
When exist a Shipping Zone in Woo Commerce setting and the “Postcode / ZIP (optional)” of payment info is empty, clicking Paypal button in checkout page return this message:

[UNPROCESSABLE_ENTITY] The requested action could not be performed, semantically incorrect, or failed business validation. https://developer.paypal.com/docs/api/orders/v2/#error-MISSING_SHIPPING_ADDRESS

If I delete all Shipping Zone, I can make payment via Paypal normally with empty “Postcode / ZIP (optional)”
If I keep Shipping Zone, the field “Postcode / ZIP (optional)” must be entered so that I can make payment via Paypal without error.

Problem 2:
When I change the currency to VND (paypal not support it, but I will use another plugin to deal with this later), I got this error message:
